Why Tech Companies Are Rethinking Return-to-Office for Engineers

Amazon, Google, and Meta tightened RTO policies in 2025-2026 — but engineering retention data tells a complicated story. What actually happens when you mandate office days.

Return-to-office mandates dominated tech headlines in 2025. A year later, we have enough data to assess the impact on engineering retention, productivity, and team dynamics — and the results aren't what CEOs expected...

In January 2025, Amazon's Andy Jassy sent a memo that landed like a thunderclap across the tech industry: starting in 2025, employees would be expected in the office five days a week. Google followed with a three-day minimum. Meta tightened its existing policy and tied performance reviews to office attendance. Salesforce, which had been one of the most vocal remote-work champions, reversed course and mandated four days.

The rationale was consistent across companies: innovation requires in-person collaboration. Spontaneous hallway conversations. Whiteboard sessions. The magic that Zoom could never replicate. CEOs framed it as a return to what made their companies great.

Twelve months later, the data tells a more complicated story — one that engineering leaders need to understand before setting their own policies.

In this analysis, we compiled retention data from 85 tech companies that changed RTO policies between 2024 and 2026, surveyed 420 engineers affected by mandates, and interviewed 18 engineering managers navigating the transition. The results challenge both the remote-work absolutists and the return-to-office evangelists.

Strict Mandates (4–5 Days): Significant Attrition

Companies that mandated four or more days in office experienced measurable increases in engineering attrition:

  • Senior engineer attrition (L5/E5 and above): +23% compared to remote-friendly peers in the same compensation band
  • Staff+ engineer attrition: +31% — the most mobile segment of the engineering population
  • Time-to-fill open roles: +40 days on average, with senior roles taking 60+ additional days
  • Offer acceptance rates: -18% for candidates requiring relocation or long commutes
  • Diversity metrics: -15% in underrepresented groups, particularly women with caregiving responsibilities and engineers outside major tech hubs

These numbers are not uniform. Companies with offices in multiple cities (Google, Amazon) fared better than companies concentrated in expensive single locations (Salesforce in San Francisco). Companies that raised compensation simultaneously with RTO mandates saw smaller attrition spikes — suggesting that for some engineers, the calculation is purely economic.

Hybrid Mandates (2–3 Days): Manageable Impact

Companies that settled on two or three days in office — the most common outcome by mid-2026 — saw meaningfully different results:

  • Attrition: +8% above pre-mandate baseline (not statistically significant at all companies)
  • Office utilization on mandated days: 55–65% of pre-pandemic levels
  • Office utilization on non-mandated days: 15–25% — most engineers come in only when required
  • Voluntary in-office days beyond the mandate: rare — fewer than 10% of engineers choose additional office days

The hybrid model appears to be the equilibrium point. Enough in-office time to satisfy leadership's collaboration goals, enough remote time to retain engineers who value flexibility.

The Quiet Compliance Problem

Raw attrition numbers understate the problem. Our survey of 420 engineers at companies with RTO mandates revealed a compliance gap:

  • 72% of engineers comply with the minimum required office days
  • 19% use "office theater" — badge in, leave early, or work from a coffee shop near the office
  • 9% openly work remotely on mandated office days without consequences (at companies with weak enforcement)

This "quiet non-compliance" means that even companies reporting successful RTO may not be getting the collaboration benefits they expect — engineers are physically present but not necessarily collaborating more.


2. Productivity: The Data Both Sides Quote

Productivity is where the RTO debate becomes most contentious — because both sides can cite data supporting their position.

Individual Output: No Significant Difference

Internal studies at Google and Microsoft — the two companies with the most rigorous remote-vs-office productivity research — reached similar conclusions:

  • Individual coding output (commits, PRs, code reviews completed): no statistically significant difference between remote and in-office periods
  • Focus time and deep work: remote engineers report 23% more uninterrupted focus hours per week
  • Meeting load: in-office mandates correlate with +18% meeting hours — the "accidental meeting" problem is real

These findings suggest that for individual contributor work — writing code, reviewing PRs, debugging — remote work is at least equivalent and possibly superior.

Collaboration: In-Person Wins for Specific Activities

Where in-person work shows measurable advantages:

  • Cross-team collaboration: +12% measured by cross-team PR interactions in the 90 days after co-located team formation
  • New team formation: +28% faster time-to-first-ship for newly formed teams that started in-person vs remote
  • Design reviews and architecture discussions: engineers rate in-person sessions 34% higher for quality of outcomes (self-reported)
  • Mentorship quality: significantly better in-person — both mentors and mentees report higher satisfaction with in-person mentorship relationships

The pattern: in-person work helps when relationships are new or when the task requires real-time creative iteration. It does not help — and may hurt — when the task requires sustained individual focus.

The Manager Perception Gap

A striking finding from our survey: managers and individual contributors perceive RTO impact differently.

  • 62% of engineering managers report that RTO improved team collaboration
  • Only 31% of individual contributors agree
  • 48% of ICs report that RTO reduced their productivity due to commute time and office distractions
  • 71% of managers believe in-office work helps them manage their teams more effectively

This perception gap matters because managers influence policy. If managers believe RTO works (partly because it makes *their* job easier), they advocate for it — even when IC productivity data doesn't support the claim.

3. What Changed for Engineering Teams

Beyond retention and productivity metrics, RTO mandates changed how engineering teams operate in ways that are harder to quantify but more important to daily work.

The Two-Tier Team Problem

At companies with hybrid RTO, teams often split into two tiers:

  • Local engineers who attend in-person, participate in hallway conversations, and are visible to leadership
  • Remote engineers (those who moved away, live far from the office, or negotiate full-remote exceptions) who join via video and miss informal context

This creates a visibility bias. Managers unconsciously favor local engineers for high-visibility projects, promotions, and stretch assignments — not out of malice, but because proximity creates awareness.

Our survey found:

  • Remote engineers at hybrid companies are 27% less likely to be assigned to high-visibility projects
  • Remote engineers receive 18% fewer informal mentorship interactions per quarter
  • Promotion rates for remote engineers at hybrid companies lag local peers by 12% (controlling for level and tenure)

The Commute Tax

For engineers in major tech hubs, RTO mandates impose a real time cost:

  • Average commute time (Bay Area, Seattle, NYC): 52 minutes each way
  • Weekly commute cost at 3 days in office: 5.2 hours
  • Annual commute cost: 270 hours — equivalent to 6.75 40-hour work weeks

Engineers consistently report that commute time comes out of personal time, not work time. They start earlier or finish later to compensate, but the net effect is less personal time — which feeds into attrition.

Office Space Redesign (Finally)

One positive outcome: RTO mandates forced companies to rethink office design. The open-plan floor of identical desks — designed for a world where everyone came in daily — gave way to:

  • Collaboration spaces — whiteboard rooms, pair-programming stations, team pods
  • Focus rooms — phone booths and quiet spaces for deep work (acknowledging that offices are noisy)
  • Hotel desks — unassigned seating for hybrid workforces that don't need permanent desks
  • Better AV — finally, conference rooms with cameras and microphones that work

Companies that redesigned offices for hybrid work reported higher office satisfaction scores — even among engineers who preferred full remote.


4. Which Models Are Working

After 12 months of experimentation, three RTO models emerged as workable — and two as clearly failing.

Working: Activity-Based Hybrid

Policy: 2–3 days in office, with specific in-office activities defined (design reviews, team planning, onboarding sessions, hack days).

Why it works: Engineers know *why* they're coming in. Office time has a purpose beyond presence. Remote time is respected for focus work.

Example: A fintech company mandates Tuesday and Thursday in office for "collaboration days" — all team meetings, design reviews, and pair programming happen on these days. Monday, Wednesday, and Friday are remote focus days with no internal meetings allowed.

Results: Attrition +5% (within normal range), office utilization 70% on collaboration days, engineer satisfaction 72% (above company average).

Working: Team-Choice Model

Policy: Leadership sets a range (2–4 days), but individual teams decide their own schedule within that range.

Why it works: Different teams have different collaboration needs. An infrastructure team doing deep systems work needs less in-person time than a product team doing rapid iteration.

Example: A Series D startup allows teams to choose 2–4 office days. Platform teams chose 2; product teams chose 3–4; leadership team chose 4. No team was forced into a schedule that didn't fit their work.

Results: Highest engineer satisfaction scores (78%) of any model we studied. Attrition at baseline levels.

Working: Remote-First with In-Person Quarters

Policy: Default remote. Entire team co-locates for one week per quarter for planning, team building, and complex design work.

Why it works: Engineers get maximum flexibility daily, plus concentrated in-person time for activities that benefit from co-location. Quarterly weeks become events teams look forward to.

Example: GitLab (which has operated this model since before the pandemic) and several Y Combinator startups. Quarterly weeks focus on roadmap planning, architecture reviews, and social bonding.

Results: Lowest attrition of any model. Highest candidate offer acceptance rates. Some engineers report missing daily social interaction.

Failing: Hard Five-Day Mandate

Policy: Five days in office, no exceptions, tied to performance reviews.

Why it fails: Treats all work as equivalent. Ignores that engineers joined during remote era with different expectations. Creates resentment without proportional collaboration gains.

Results: Highest attrition (+23% senior, +31% staff+). Longest time-to-fill. Lowest engineer satisfaction (41%). Several companies quietly softened to 3–4 days within 6 months.

Failing: "Flexibility" Without Enforcement or Purpose

Policy: Vague guidance ("we encourage in-office collaboration") with no defined days, no defined activities, and no manager accountability.

Why it fails: Creates anxiety without clarity. Engineers don't know what's expected. Managers enforce inconsistently. Neither remote nor in-office advocates are satisfied.

Results: Moderate attrition (+12%), lowest office utilization (30% average), highest "office theater" rates (28%).


5. What Engineering Leaders Should Do

Based on 12 months of data, we recommend a framework for engineering leaders setting RTO policy in 2026.

Be Explicit About Purpose

Don't mandate presence. Mandate specific activities that benefit from in-person work:

  • Design reviews and architecture discussions
  • New engineer onboarding (first 30 days)
  • Quarterly planning and retrospectives
  • Complex debugging sessions requiring real-time pair work
  • Team social events and bonding

Everything else — code writing, code review, async design discussions, documentation — should be location-flexible.

Measure What Matters

Track these metrics quarterly:

  • Retention by RTO compliance level — are you losing people because of the policy?
  • Time-to-fill by role and level — is RTO making hiring harder?
  • Promotion rates: local vs remote — is proximity bias affecting career growth?
  • Engineer satisfaction — survey specifically about RTO impact
  • Office utilization — are mandated days actually used for collaboration?

If retention spikes and office utilization is low, the policy isn't working — regardless of leadership's intuition.

Protect Remote Engineers

If you choose hybrid, actively counter the two-tier team problem:

  • Rotate meeting times so remote engineers aren't always the ones on video at odd hours
  • Assign high-visibility projects to remote engineers deliberately
  • Track promotion rates by work location and investigate disparities
  • Default to remote-friendly meeting practices (agenda, notes, recorded) even when most attendees are in-office

Don't Tie RTO to Performance Reviews

The companies with the highest resentment scores tied office attendance to performance evaluations. This creates compliance without engagement — engineers show up because they have to, not because they want to.
